What we do
Business of Weather (‘BoW’) is an exciting new collaboration which aims to ensure that weather intelligence improves the ability of decision makers across all areas of business, politics and society to reduce the risks and increase the opportunities of weather and climate related events.
We are a group of highly motivated and talented colleagues, with distinguished careers in meteorology and related fields, working together to share their expertise to help realise the full value of weather intelligence across business and society.
The team provides expert advisory services – for weather intelligence providers in the public sector, private sector, academia and citizens, for national and international development agencies and development banks, and for other producers and consumers of weather intelligence.
To ensure the smooth delivery of these services, the team has developed a ‘business toolbox’ to facilitate:
- Networking and partnership-building
- Integrated planning of projects
- Co-production of products and services, and
- Information and communication services and resources
The team has wide and deep experience in the most senior leadership positions across the whole weather enterprise. This enables BoW to help clients fill significant gaps throughout the weather intelligence value chain. These gaps can only be bridged by the brokering of productive relationships between the many entities that gather and create weather intelligence, and the many diverse end-user communities.
Such relationships are vital to increase the value of weather intelligence to all parties. To this end the team works with:
- National meteorological and hydrological services to enhance their productivity and services
- The finance sector to assist them in reducing weather and climate risks to their investments and assets, and to realise the investment opportunities
- Partners on projects in developing and developed countries to increase the social and economic benefits and opportunities of weather intelligence
BoW’s huge experience
BoW’s weather intelligence consultancy is headed up by two highly experienced weather information professionals – Dr. David Rogers (Independent Advisor to the Global Facility for Disaster Reduction and Recovery (GFDRR), former President of the Health and Climate Foundation, and former CEO of the UK Met Office); and Professor Alan Thorpe, Visiting Professor at the University of Reading, former Non-Executive Director of the Met Office, and ex-Director-General of the European Centre for Medium-Range Weather Forecasts (ECMWF).
Through our extensive international networks, we bring together teams of experts able to deliver diverse projects involving flood, drought, health, policy-making and other weather-impacted areas.
BoW experts have considerable experience of working with weather intelligence providers in the public, private and academic sectors, including national meteorological services, international agencies such as WMO and the World Bank, as well as with leaders across government, business and society who must increasingly incorporate weather intelligence into their decision making.
What is ‘weather intelligence’?
Weather intelligence embraces the acquisition, interpretation, value adding and the effective communication of weather and climate knowledge and expertise to inform decisions which address the impacts and realise the opportunities of weather and climate-related events.
When combined with other information sensitive to weather and climate conditions (e.g. hydrology, topography, demography, health) and then properly communicated to decision makers in government, business and society, weather intelligence highlights opportunities to boost economic growth, increase efficiency and profitability, and to safeguard lives, livelihoods and expensive infrastructure.
Examples of our work
Private-public sector engagement
Here we worked with a start-up company establishing a constellation of small satellites gathering atmospheric observations. BoW expertise brokered a range of facilitated engagements between the company and government policy-makers, public sector users and funders so that the data could be acquired, marketed and used to improve public weather forecasts.
Unlocking the potential of weather intelligent decisions
BoW works with organisations to help them unlock the potential of weather intelligent decisions. The team is an exponent of the concept of ‘Living Labs’ – where stakeholders engage in co-creation, experimentation and evaluation of innovative solutions in real-life settings. The focus is on weather intelligent decisions that improve economic performance under conditions of extreme uncertainty.
Communicating expertise
The team produces a range of media to facilitate the sharing of information across the weather enterprise, including The WeatherPod podcast. The focus of this unique and editorially independent production is how weather and climate information is produced and used across business and society.

Knowledge transfer
BoW experts produce knowledge resources on the business of weather. These provide insight into the BoW toolbox, designed to maximise the economic and societal value of weather intelligence. They include: podcasts, peer-reviewed technical memoranda, and case studies. Exploitation of AI
Exploiting AI in weather intelligence must navigate a number of issues including: data access, trustworthiness, explainability and competitive advantage. BoW experts can help organisations maximise the benefits that AI can bring to their delivery. BoW has also created an original podcast series on AI for weather prediction presenting how AI can transform many use cases.
Data & science procurement
In the digital economy the ability of organisations to access the highest quality data and scientific resources is crucial. BoW has the experience and worldwide network of contacts to assist. Examples include – enabling RIMES to access ECMWF forecasts during natural emergencies in Asia, and influencing scientists in the world’s top universities to undertake research that increases the productivity of companies or national weather services.
